In the eye's of Karl Rove, Congressman Heath Shuler has a great big target on his back.
Because Shuler, a Democrat, represents a typically Republican-leaning district and is a freshman, the fact that Rove has targeted Shuler for defeat in 2008 is really not all that surprising. What makes the fact newsworthy is that Rove's hit list of 20 Democrats is evidence in the mushrooming General Services Administration scandal that indicates the GSA and its chief engaged in illegal partisan electoral politics -- a potential felony for those involved.

This is all a mute point because Rove won't be in politics by the time the 2008 elections roll around. He'll either be in federal prison or banished forever under the weight of scandals to countless to name. Shuler can potentially be vulnerable, but its not in the nature of Western North Carolina to change out congressmen like summer dresses, we tend towards the certainty of incumbency, and Shuler hasn't lost his appeal sufficiently to forfeit that certainty.
