"The board of the Western North Carolina Regional Air Quality Agency approved late this afternoon an air quality permit for a concrete plant proposed for a site north of Weaverville," according to the Asheville Citizen-Times.
The vote was 3-2.

Barrett got a comment from Air Agency Board member Vonna Cloninger:
Echoing concerns voiced at the hearing by some residents, member Vonna Cloninger said Thursday, “I do not see where a concrete plant in a residential area can ever preserve anyone's quality of life.
“We are not only the air quality board, we are citizens of this community,†Cloninger told fellow board members. “None of us would want to have a concrete plant in our community.â€
