A website with a call to action by Carl Mumpower and Chad Nesbitt argues that the Aug. 21 gotopless event was shameless, unlawful and constitutes child abuse. It ends with "A Petition to Challenge Asheville North Carolina's Politically Correct City Administration, Politically Paralyzed Police Administration, GoTopless.Org and others for the events that occurred on Sunday, August 21st, 2011."

Excerpts follow:

On August 21, 2011, the City of Asheville and our Police Department, various media outlets, GoTopless.Org, event participants, and parents conspired to support child abuse on public property.

They have subsequently conspired to deny and avoid accountability for their actions and impact.

Asheville City Public Events guidelines were violated from the start ... The event on 8-20-11 was a non-permitted street festival – Not a protest...

Asheville's City and police administration, various media outlets, the event's organizers, participants and attending parents have conspired to conceal the violation of serious child abuse laws.

They have focused on one soft law as a shield... and ignored three or more hard laws involving sexual misconduct and child abuse on public property ...

...underage teens were allowed to go topless and otherwise participate. ...

We intend to keep pushing - in every way we can - as long as we can - and with everyone we can.
• We're looking for ways to take legal action against the authorities who have failed in their jobs.
• We'll keeping reaching out at the local and state level - the Governor is on our list next.
• We'll keeping looking for creative ways over, around, under, and through the hurdles of complacency, complicity and corruption we encounter - persistently...

So what can you do to help?
Sign and return the petition on page 5 - encourage others.
Contact local and state authorities - express you concern.
Get your church or civic organization involved.
Contact media outlets - express your view.
Send us pictures of the event - making it harder for authorities to hide.
