Election workers still must decide what to do with 213 provisional ballots that could change the outcome in a tight City Council race.

Incumbent Jan Davis placed third Tuesday in a race for one of three City Council seats, finishing 40 votes ahead of challenger Lael Gray.

But election returns are unofficial and must be checked during the vote canvass Nov. 15, officials with Buncombe County Elections Services said Wednesday. A key part of that process will be determining how many provisional ballots should be counted. ...
