A more than four-year effort by the city to annex a subdivision on its western border has died following a petition drive certified this week.
The Buncombe County Board of Elections certified 399 of 463 Biltmore Lake residents’ signatures, or 86 percent. That far surpassed the 60 percent needed to trigger a new anti-annexation law that nullifies a municipality’s expansion against property owners’ wishes. ...Read the full article
