This has become a really odd issue. On one side are people who love Asheville and want to retain its uniqueness, while making the place cleaner. As city budgets have been stretched, the cities most heavily used sidewalks are now never power washed, for example.
On the other side are people who love Asheville and want to retain its uniqueness, but seem to prefer that it be dirty.
Is dirt a requirement of uniqueness? I wouldn't have thought so before this debate, but some must see it that way. The great and unique cities of the world, eg, Paris, attack daily dirt and refuse in the densest parts of the city with a small army of personnel and equipment.
