Last month, Superior Court Judge Howard Manning Jr. ruled in a lawsuit that there are two times as many at-risk 4-year-olds as those who were served, and they cannot be turned away. In his ruling, he stated that any barrier to enrolling the students “may not be enforced.”
The Department of Health and Human Services has stated the N.C. Pre-Kindergarten program, formerly More at Four, said area agencies must accept everyone.
