Gantt was paticularly rediculous in his spouting about protecting “the little guy” in his control of what the county looks like.  If your biggest worry is about what the county looks like, then you are not the little guy.  The little guy is worried about keeping a roof over his head and a construction job and aesthetics goes way down the list of prioities.  The little guy is not a vain, decorating, superficial busybody.
This is conventional zoning and is nearly the opposite of smart growth, NOT a step in the same direction.  It greatly increases commuting distances, forces far more impervious road to serve the same number of units, and markets compensate always for unit density limits by building larger units, which cause deforestation and waste energy, causing air pollution and stip mining.  Plus it mandates single family homes, which use far more energy than multipexes and cause far more air pollution, runoff, and deforestation.

I said zoning seperates homes and jobs, not “homes & business” which forces longer commutes and with them more roads.  My language was far clearer than it’s representation above.
