I find Heath Shuler to be intellectually underwhelming, and he’ll only get my vote next time around begrudgingly—- in the old standard a “lesser of two evils” way of thinking. |

He basis his vote on an opinion expressed by the CBO which was issued prematurely. On NOvember 6, the CBO updated figures: “Over the 2010–2019 period, the net cost of the coverage expansions would be more than offset by the combination of other spending changes, which CBO estimates would save $427 billion, & receipts resulting from the income tax surcharge on high-income individuals and other provisions, which JCT and CBO estimate would increase federal revenues by $574 billion over that period.” http://www.cbo.gov/ftpdocs/107xx/doc10710/hr3962Dingell_mgr_amendment_update.pdf |
