Shouting and other noise in the streets until early morning, people darting from apartments to cars and back for quick drug deals — those were some of the lesser problems faced by residents in the Hillcrest public housing development.

But now, some say those and worse incidents have dropped steeply after a new policing approach at the 234-apartment complex perched over the east bank of the French Broad River.

Hillcrest has seen an 88 percent drop in violent crime from March-May compared to the same three-month period last year, police are saying.
