Both Asheville and Buncombe County have ordinances that keep you from piling up junked cars in your yard.
But if you live in the magical ring known as the extra-territorial jurisdiction, you’re in a little slice of junked car no-man’s land. Just ask Chad Battles, who lives in West Asheville just across the city line.
“This car is not tagged, and it has a cab that’s filled up with trash — both sides, from top to bottom,” he said. “This gentleman, he knows there’s nothing anybody can do about it. I feel like the city or the county should be able to work it out.”
Roger Presley, who works in Environmental Control for Buncombe County and handles junk-car complaints, would like nothing better. But he says his hands are tied, namely by the county ordinance, more namely by section 26-277, titled “Jurisdiction.”

Who spends their time being worried about other people’s junked cars? I mean, if it doesn’t have a tag and is filled top-to-bottom with trash, it’s probably not going to be a hazard to anyone on the roads. I’m sure it looks unpleasant to some people, but I really don’t see why this is a government issue.
I mean, if the property was being used as an actual junkyard, I could see the argument. But it’s not. It’s just a few junked cars. What’s the big deal?
