This is the Buncombe County Sheriff’s Office’s 2007 Annual Report, issued by Sheriff Van Duncan. “This is our first year-end report which is a report card on how we are providing services to the citizens of Buncombe County,” he writes in the intro. “This report is designed to give you, the taxpayer, tangible measurements of services delivered by your Sheriff’s Office.” Duncan was elected in 2006.
